-Preserve the Elk Mtn trail in it's natural state with appropriate tree buffers
-In the Government's case, give the trail official recognition by establishing it; thus giving it additional protection
-Provide proper barriers and signage to keep motorized traffic off the trail
-Ensure that the trail remains open to hikers at all times
